Did anybody use the following website to purchase the PIN number recently?
http://www.usavisainformation.com.cn/schi/information.aspx

I tried again and again but it always failed with an error of "Verify Enrollement failed, Acquire System Guarant failed". I wonder if it is a system error because I do not think I input wrong credit card number or security code.
