Approved today for both my wife (dependent) and me (main applicant).

Our cases' approval is based on Cross-Chargeability as my wife was not born in China.

USCIS guys generally are not familiar with the Cross-Chargeability rule. They recently replied our "out of normal processing time" request citing that our cases are "waiting for visa availability". Our lawyer sent a letter to USCIS last week regarding this rule and we got approval notices today for both of us.

Lessons:
(1) If you feel your case is out of processing time and they may have made some mistakes, do not hesitate to act.
(2) I have ever contacted two senators represented my state regarding our case, they are not helpful at all, as they or their assistants even did not reply my request. (Possible reasons may be that they were too busy with other issues: one senator went to work for Obama, the other just got into the office after wining the election.)
(3) I feel very good about my lawyer (US guy), he is very clear about relevant rules. He and his assistant's work definitely helped our case. They are very nice to clients too. The fees charged are not very cheap but were paid by my prior employer. Anyway, you do not want "cheap" lawyers.[Hehe, a little ads for them here.Let me know if you want referral.]

I wish you all luck and thank you for the help I got here.
