Immigration for my sister and Nephew( 24 years old) xiling 文学城

I am a US citizen and will file I-130 for my sister and her son (24 years old). Because my Nephew is now 24 years old. Can I still list him in the I-130? I do not understand the 21 years age limit. If any of you know it, please tellm. Thank you!
