Question about my priority date 我是小鬼2010-06-09 15:50:06

I am very confused about my priority date and don't know if anyone here could help.

I filed my perm in Nov 2006, and filed I-140 in 2007. On the form of I-140, my received date is Aug 17, 2007 and Priority Date is blank.

Here is my question, should my priority date be Nov 2006 or the received date on my I-140 of Aug 2007 since the Priority Date is blank on the form?
