请教大师 为兄弟申请绿卡，他孩子年龄问题：

关于以下statement:

You do not need to file separate visa petitions for your brother's or sister's spouse or unmarried, minor children. Any child under 21 is considered a minor.

我的问题是关于弟弟的孩子，他今年１０岁，上面所说的２１岁是我为弟弟file I-130 时，弟弟孩子的年龄，还是１０年后（根据现在为兄弟办绿卡的大概速度是十年）孩子的年龄？

This is what I most concerned about, for the real purpose if for next genration the kid to go to college easier in here.
