请问各位大侠，

Copy of PERM at pendency of I-140 是啥啊？曾经向律师索要过LC，律师发过一个11页的扫描件，是ETA form 9809。每页最下有This certification is valid from xxxx date to xxxx date.我看着像LC的申请表。实在不知道它是不是Copy of PERM at pendency of I-140. 肯请大侠们赐教。
