The situation is more complicated than what I thought while filing the reinstatement.
Here is what happened:
When I requested the transfer at the beginning of school Fall'04 from UC Berkeley to Golden Gate University, the record at UC Berkeley showed that my F-1 status had been terminated on the previous day.
The advisor completed the transfer to GGU the day I visited, one day after the termination.
Then the F-1 reinstatement application was filed at the recommendation from the advisor at GGU.
Nov. 3rd, I got the letter of denial from INS. And the letter requested my immediate departure.
The denial is not pointing to the fact of the one day being out of status. According to the letter of denial, it traced back to my study in a school prior to UC Berkeley. The letter indicated that I wasn't enrolled as a full time student for the quarter, Fall'2002.
And the letter claims that I have been out of status for more than 2 years.
