I have been a full-time faculty member of a university since August 2015.

I got my H1B visa at the US consulate in Toronto, Canada in August 2015. The VISA contains an Annotation of ‘Canadian Permanent Resident’. In addition, my I-140 has been approved in September 2017 in EB2, sponsored by the university. My current H1B will expire on July 31, 2018. Currently my employer is helping me renew H1B for the next 3 years. I request the HR of our university to go with premium processing for my H1B renewal as I need the approval (not just the notice of receipt of application) to renew my driver’s license.

I have some questions:

Do I need to go outside the US to apply for an H1B visa again as I did at the US consulate in Toronto? Or I just need to go to Canada and get a stamp at the POE such as port of Huron (in case of driving) or at YYZ Toronto international airport (in case of flight)?

Actually I flew between Canada and the US, as well as between China and the US a few times before I-140 approval, but not yet after that. The question relevant is:

With I-140 having been approved already, can I still travel outside the US to attend some conference, say in Canada or in China?

I greatly appreciate any clarification and insight.

Thank you very much!
