The approved I-130 of family applicants going through Consular Processing is sent to the NVC for 'pre-processing' (getting the case ready 'interview-ready', or 'documentarily complete').

  1. Receive an "informational letter' from the NVC containing an NVC case number and instructions on how to access the CEAC (Consular Electronic Application Center);
  2. Receive a "welcome letter" from the NVC, asking the applicant to assemble and submit required fees and documentation (either as an immediate relative, an F2A applicant, or a F1, F2B, F3, F4 applicant with a current priority date when compared to the filing date of the visa bulletin;
  3. Enter or update email addresses for the applicant, the sponsor, and any third party 'agent' (such as an immigration lawyer) you want to receive notifications about your case;
  4. Pay the immigrant visa fee (can be more than one: there is one fee for each principal and derivative applicants);
  5. Pay the affidavit of support fee (only one per principal applicant);
  6. Once fees have been processed, the DS-260 will be 'unlocked' and you will be able to enter your application online;
  7. Once the DS-260 has been submitted, the system will automatically determine a list of required documents for the application;
  8. Check the reciprocity rules of the U.S. Department of State to read details about which documents are accepted by the NVC, and how to obtain them (obviously, you want to do that early in the process as some documents take a long time to obtain)
  9. Upload police certificates (this will be based on the address history you entered in the DS-260);
  10. Upload family documents establishing the family relationship between applicant and sponsor (the sponsor already submitted these documents at the I-130 level);
  11. Upload proof of the family sponsor U.S. Citizenship or Legal Permanent Resident (LPR, Green Card) status;
  12. Upload other NVC required documents for each principal and derivative applicants:
    a) photocopy the biographic data page of a valid (unexpired) passport biographic data page;
    b) birth certificate (unless they are said to be 'unavailable' in the reciprocity rules;
    c) military records (depends on the answers to the DS-260);
    court and prison records (if you were ever convicted of a crime).
  13. Check that the documentation provided establishes the family relationship between principal applicant and each derivative applicants;
  14. Check that every document is either in English, or in the language of the consulate in which the interview will take place. If that is not the case, add translations;
  15. Upload a signed Affidavit of Support from the family sponsor (even if the family sponsor does not meet the income requirements);
  16. Upload joint-sponsors affidavit of support-- also signed (if any) as well as proof of their U.S. legal status;
  17. Upload IRS tax transcripts (not tax filings, although these can be accepted if provided with supporting documentation);
  18. Upload evidence that the sponsor (or joint-sponsor) is currently (in the current year, that is 2022 if you file in 2022) earning income;
  19. Upload letter and associated evidence of U.S. domicile (when, and only when, the U.S. family sponsor is currently living outside the United States);
  20. Receive a letter from the NVC saying that you are 'documentarily complete';
  21. Receive a letter from the NVC saying that your 'interview will be scheduled';
  22. Receive a letter from the NVC saying that 'your interview has been scheduled' and containing details about the time and place of your interview.

At this point, your case will be sent by the NVC to the consulate or embassy for the interview. You need to then complete 'post-specific' tasks: check the post website, complete registration to courier services, complete the medical examination, check whether police certificates and financial documents need to be updated.
