Question on h1 -> f1 doublestrand2005-04-14 01:19:19

I am planning to attend school again. Current I am in H1 and have file LC for more than one year. The LC is in the backlog center now, I do not expect it to be approved for another year. I am wondering if I still can change to F1 if I have filed LC. Once I saw somewhere that I can since I don't need to declare I have applied for LC. Is that correct?
