出租房的租客和一个邻居经常闹矛盾，最近租客说邻居安了一个camera 去监控她家，她去HOA 那里抱怨，HOA不管, 貌似租客还到了一个HOA member 家里抱怨, 又和HOA 闹起了矛盾，引起了HOA的反感, HOA发信给我，说房东我要为租客的行为负责，让房东来解决。请问这种情况房东和HOA分别有什么责任，房东我该怎么做？下面附上租客给HOA写的信以及HOA写给我的信, 谢谢.
租客写给HOA的信
I'm writing to you to complain about being Harassed by two of our neighbors, one who lives in unit 1921, the other 1920. We have been subjected to police calls and complaints to you. ALL without merit. Let me repeat, ALL failing because there is nothing there. She (1921) apparently is making these things up to harass my family. She seems full of hate towards my family. She is either a racist because we are white or anti semite because we are Jewish or homophobic because my daughter is gay as is most of her friends who visit. This has to stop. I have had it with her staring at my daughter and her girlfriend when they are outside. We have been nothing short of model citizens in the community, always picking up our dog waste and interacting with members in the community with joy. Although we are not homeowners, we have lived here 3 years, we expect to have the same respect and not to have to fear this lady making something up. Now, her friend across the street has set up a camera in his window to spy on my daughter. This is outrageous. If this does not stop I will pursue all legal avenues against her and will include the Homeowners association. This also would not look good on social media if you don't tell her to stop harassing us. By the way, anytime when she complained to you, you never, let me repeat, NEVER, not once, contacted me. You just sent a formatic letter to us and the homeowner stating whatever she said as fact. In fact, she just wanted to harass us and it appears you all are complicit since you didn't do due diligence. I would be happy and frankly quite delighted to meet with any or all of you to discuss but the camera is a last straw! Another aside, Whatever happened to love thy neighbor. If you have a dispute you knock on the door and talk. What a concept. Attached is a picture of the camera.
