(1) I am sure you know the Congress disscussed S1932. It did not allow increase of H-1B quota. However, S1932 has also proposed that as long as you pay $500, you can submit I485 although your priority date is not current. Do you know by any chance if the Congress passed this proposal?
(2)I submitted my RIR application last March 14th. I did not hear anything from the Department of Labor. Last December, I submitted my NIW application. It is still pending. My question is, since my RIR priority date(PD) is earlier than my NIW PD, can I transfer my RIR PD to my NIW? I asked this question before. But I got contradictory answers.
