请问xiaobaitu, cancelled check for petition fees msnbc2006-07-27 19:31:20

Several days ago, I cancelled my check (petition fee to B2) before USCIS cashes it. Now I received a notice said I own them $200(fees)+ 30(penalty). And it said on the back page if I don't pay them,they will report to credit record agency and use other sources to collect the money. I only want to cancel the petition. In this situation, How could I do?
