Please see my situation from my below letter to USCIC, it's been almost18 months since i passed the N400 interviewes, could you please advise what can I do for my case and if my below letter to the USCIS is proper?

Dear Immigration Officer,
I’m writing this letter with respect to require the status about my N400 Naturalization case.
I’ve filed my N400 on 04/12/2004 in New Jersey. On Feb. 09, 2005, I was interviewed in Newark for Naturalization and passed the test of English and U.S history and government. However I was advised that the decision cannot be made due to the “background check”. (Please see the attached page 1& 2)
I filed an Address Change Request to the USCIS on Sep. 2005 after we relocated to Illinois from New Jersey. (Please see attached page 3).But until now, I haven’t received any update on my case status.
I’ve called the customers service (1-800-375-5283) twice to require the status. After my first call on Dec. 2005, I received a letter from the local office in Chicago, IL and was told that my case has been delayed and they were currently awaiting the results of required security check. (Please see attached page 4).
After having waited for another 6 months without any result, I called them again on July 2006, then I received the 2nd letter from the Chicago Office and was told that my case was still pending in New Jersey office, NEVER WAS IN CHICAGO OFFICE. (Please see attached page 5).
In view of above, would you please
1.advise me the current status of my case?
2.transfer my case to Chicago as soon as possible if my case is still pending in NJ?
