公司是profit，但工作地点和工作的内容是为non-profit 的组织。hr 填的I-129 表写的是non-profit （hr 特意强调选 part C, 3)，受到rejection letter, said the reason is " CIS receive sufficent number of H1B petition to reach the numerical limitato for FY-2007 prior to receving your petition".
我认为是CIS 认为我需要占用名额，但是hr说不用， 因为工作地点是non-profit 的组织。
还是我的表格填得有什么问题？
