Help needed for Xiaobaitu, Pjiang, Radiology, etc. Thanks a lot

What could be regarded as H-1b tranfer completion? Upon receipt of H-1b petition receipt number from USCIS, does that mean that I can work for new employer? Is there issues? What if the petition got denied?
