One of my friends has a visa question for her father's second visa application.

Her father got a visa double-entry visa in April 2006, and got in USA from May 2006 to August 2006, and re-entered in USA from April 2007 to October 2007.

Her father wants to visit USA again this summer, so he is in the process of applying a second visa ...

And a couple of questions here.

Does his father have to see a visa official to get the visa done?

If so, is that highly likely that his visa application will be turned down?
