Can I have a couple of questions regarding the new OPT rule?
1) are unemployment dates prior the announcement date of this new rule, namely April 8 2008, also considered as part of these 90 days of unemployment? For example: My friend's opt started on Jan 1, 2008 and he got a job on Mar 1, 2008. So does this 60 days of unemployment, which is prior the April 8, count into the 90 days of unemployment?
2) does this new rules apply to all those students under their opt? I mean if this new rule also applies to those students who have won the H-1 Lottery for Year 2009, but have no job now?
