老公在美June07递交了劳工卡申请，由于当时１４０的加急暂停，而老公的h1-b已满６年。老公去年离开美国本土到美国公司在香港的分部工作。今年１２月到香港整一年。今天他收到美国公司律师的e-mail,告诉他他的劳工卡批下来了。老公想申请L1A回美，但也有可能用L1B ( if the management doesn't help enough with L1A, L1B is a more natural arrangement)
请问各位大侠，specifically,
1. L1B 和一样 H1B，要过 I140 这一步. Right?
2. 如用H1B，是否需要从配额中申请或是等同于更新(不占指标)?
