My EB1 485 case has been mistakenly connected to my NIW 140. I've contacted NSC to request to re-connect my 485 to EB1 140 two weeks before, and got a reply "I've requested for your file so I can take a look at the 140 that is first preference". This Tuesday I followed up my request, and received a response saying "CIS electronic records indicate that the Employment Based I-485 is still pending. Case has been ordered to review for 1st preference category." The same IO who responded to my original inquiry and relink request two week ago and my followup this Tuesday is in congressional unit.

I called NSC yesterday using PoJ method trying to verify if they indeed have connected my cases, and found out my 485 case still shows Eb2/second preference category. I then mentioned I have an approved EB1, and it took a while for the IO to find the EB1 through my A #. The IO also mentioned it seems that the congressional unit is working on it, as they have requested for my file. But he also told me my case hasn't been assigned yet.

I am very confused about the whole situation. It seems that the IO at congressional unit did nothing to my case and to resolve the issue, except for issuing an request for my file. Do you think he has already got my file? What will he do with my file, since I guess he could just correct CIS record and relink my cases electronically? Also, what is the exactly meaning of "Case has been ordered to review"? Does congressional unit has the right to adjudicating a 485 case? Your suggestions and comments are highly appreciated, and I need some analysis and advice on what to do.
