To recapture the time spent outside US for H-1B, the immigration office at Lincoln asks to file an I-129, with fee. Then it is the same thing as applying for a new H-1B.

"The H-1B applicant (requesting the time recapture) need only demonstrate that he or she was outside the U.S. for the period of time requested" (quoted from the second message above).
So, do one needs to file I-129 and pay the fee for the time recapture? The applicant's I-485 is pending
