On May 1, 2006, the document we made based on the approval or registration of this case was mailed directly to the person to whom issued.

WHY THEY DID NOT SAY THEY APPROVED IT OR NOT? ...

anybody else who has seen the same words from USIC center?

I just want to know they meant they approved it or no
