We can only count on it. Even USCIS lasks of labor, they can not let the annual quota wasted. So the new law actually push them to work. They must process every case quickly and approve more to meet the quota. So does FBI name check.
Any compromise between Senate and Congress will increase lawful immigration anyway. Just concern that the Congress resists the new law and would try to abort it finally. Could anyone know that how possible the new law would be carried out within this year?
Someone would be lucky in one step of green card application. But who knows the next step? Increasing quota is the only generally beneficial way.
