Jusy my personal felling, that USCIS will take back this NC memo in the near future. The NC memo has revoked a lot of hope for these suffered people who are trying to get a green card which can free themselvies from being robbing by employers, especially for chinese.
I am felling that the US people does not welcome this memo, and the people work in USCIS hate this memo since the memo is breaking their working habbit. They dislike to see that so many people (who they think should serve them forever with low salary no matter how they treat these people) see hopes again and will soon have chances to realize their own dreams in US. The hate these people beocme equal or better than them. They always want to control you, making you serve US like slaves.
See USCIS take back memo Q and A once, DOS take back visa bulletin right now. So they are conspiring how to keep present status and make you serve them longer. Although it is clear this is very bad to US economy since this dispoint people and people will leave US, especially in a recession time. Just as Bill gates talked in congress the other day. But these people work in goverment institution is different, they know they nake living based on robbing other people's labor. They want to keep things unchanged adn they are happy to see foreign people struggling in US and serve them, that is all.
So I have a bad felling: the NC memo might be canceled by USCIS, not far away but soon.
