No more GC approval in 2007? xyz75062007-07-06 04:54:45

I read an article from WSJ today saying that the USCIS has used up GC quota for 2007 (about 1.4 million). In turn, there will be no more GC approvals within the year. Does that mean even if namecheck is cleared later this year, you have to wait till 2008 for I485 approval? Can anyone clarify? Thanks.
