XiaoBaiTu: H1B->TN->H1B zzcpitt2008-01-17 22:10:20

I am now on H1B almost expire. My lawyer suggests switching to TN ( I am Canadian citizen, too), so that I can save the remaining time of H1B. After one year on TN, I will be switching back to the remaining H1B.

My question is the second H1B, is it considered a NEW H1B? Does it subjected to the quarto for H1B per year?
